The Tolland Conservation Commission unanimously approved an Order of Enforcement after finding that property owner Amanda Cernitz cleared trees on Lot 17 at Otter Pond Trail without prior approval. The Commission directed Cernitz to prepare and submit a restoration and replanting plan by March 12, 2026, including mapping of appropriate native species selections, and required that the owner retain an engineer and an arborist to ensure the plan meets TCC requirements and the Wildwood property owners association’s interests (Wildwood POA owns 30 feet of the property).
Commissioners ordered immediate installation of straw wattles to reduce erosion and set planting to commence around April 15, 2026, weather permitting. The TCC said it will monitor the property for two years to ensure progress toward full restoration. The Order of Enforcement was approved unanimously by the commissioners present.
The Commission also noted that the restoration plan must meet TCC standards and that staff will follow up to ensure compliance.
