Mayor David Kuhn opened a public hearing on the proposed November 2025 amendment to the Huxley Urban Revitalization Area at 6:43 p.m.; no public comments were received and the hearing closed at 6:46 p.m. On motion by Mulder, seconded by Rigler, the council approved Resolution No. 25-108 adopting the amended plan by a 5-0 vote.
Separately, the council conducted second and third readings of Ordinance No. 554. Council members waived the rules to proceed with consecutive readings and recorded unanimous votes at each step; the minutes show motions to waive rules and to approve the second and third readings carried without dissent.
