Planning commission elects new officers; staff recognize longtime employee and outline workplan items

Staff updates and appointments: staff reported that the City Council conducted a first reading of an ordinance changing commissioner appointments to four‑year terms (with a maximum of eight years) and that the item will return for second reading on July 13. Staff also said the council recently heard several code amendments for second reading and that the delayed‑effect SB 79 ordinance was heard without issues. The commission was told the Council appointed Rafael Henderson to a commission seat effective July 1; staff said Henderson will receive training from the city attorney’s office prior to participating.
Recognition: Commissioners and staff recognized Lola Osborne of the Parks & Recreation Department, who is retiring after roughly 40 years with the city. Staff credited Osborne with leadership on multiple planning initiatives and said, “The City of Gardens ordinance is really the Lola Osborne ordinance,” noting her long record of service in planning, code enforcement and community programs.
Work plan items and requests: Commissioners asked staff for additional information and analysis on transit‑oriented development (TOD) and travel patterns near upcoming affordable housing projects by Allen Station; staff said those informational presentations will be scheduled in the fall and winter as part of the annual work plan. A range of potential Board of Zoning Appeals items and an appeal related to a hillside development permit in Upper Hastings were also noted as possible future agenda items.
The meeting concluded after brief closing remarks and expressions of thanks to departing members and staff.
