Waterford selectmen approve $7,708,500 contract for Oswegatchie Fire Station; phone/network work awarded separately

The Waterford Board of Selectmen voted 3-0 on March 9 to award the construction contract for the new Oswegatchie Fire Station to A. Secondino & Son, Inc. for $7,708,500 and to separately award the phone and network communications portion of the technology scope to Total Communications, Inc. for $50,008. First Selectman Robert Brule presided; Selectmen Rich Muckle and Greg Attanasio voted in favor.
Purchasing Agent Shea Davy told town staff in emails before the meeting that an earlier, higher figure on the bid summary reflected a counting error: allowances and unit prices had been included twice. "The total award that we are approving is the $7,708,500 tonight; this is the base bid (the allowances have been included in this number)," Davy wrote, explaining that the project manager had incorporated allowances into the base bid during bid compilation.
A Finance Department memo from Davy to the Board recommended awarding IFB#26-004 to A. Secondino & Son, Inc. as the lowest qualified bidder. The memo states the $7,708,500 total consists of a lump-sum base bid of $7,545,000 (which includes allowances), an add-alternate of $42,000, and a base bid #2 technology allowance of $121,500 for cameras and door access systems. The memo also recommends awarding the phone system/network/communications portion of the technology scope to Total Communications, Inc.; the memo listed available funds in account 20523-57792 (Oswegatchie Building Renovation).
On the floor of the meeting, Selectman Rich Muckle moved and Selectman Greg Attanasio seconded an amendment changing the construction award amount to $7,708,500; the motion passed 3-0. The Board then moved to the technology award; Muckle moved and Attanasio seconded an amendment adjusting the Total Communications award to $50,008, and that motion passed 3-0 as well. The minutes record the First Selectman was authorized to sign the construction contract.
The record shows the town separated a portion of the original technology scope before final awards: a $121,500 technology base bid (cameras/door access) remained with the construction award while approximately $84,000 of phone/network/communications scope was removed from that bid and awarded to Total Communications in a separate contract. Purchasing staff and the project manager reconciled these line items in the morning email exchanges and the Finance memo sent in advance of the meeting.
The Board convened at 4:04 PM and adjourned at 4:38 PM. No public comment was recorded for the meeting.
Next steps: the First Selectman was authorized to execute the contract with A. Secondino & Son, Inc.; procurement staff will finalize contract documents and reconcile final line-item allowances and alternates with the town's project manager and the awarded vendors.
