Council adopts revised human resources policy manual with new callback-pay rule

Human Resources Director Shana Chant told the council the recent manual review was smaller than last year's nearly complete overhaul. The most substantive change addresses premium pay: under the update, callback pay for employees called back after hours would be set at two times the base wage. Chant said that change aligns public-safety pay practice with a consistent approach across departments and limits unintended stacking of multiple pay effects.
The council moved to authorize the mayor or vice mayor to sign Resolution 2026-2453 adopting the revised manual. The motion was seconded and passed unanimously.
Staff said they will continue routine annual reviews and adjust implementation details as necessary.
