Marshalltown โ'Dec. 8, 2025 'โ The City Council approved staff's request to submit a revised five-year Capital Improvement Program (CIP) for the Marshalltown Municipal Airport to the Federal Aviation Administration, a step required to compete for discretionary federal airport funds.
City staff said the revised CIP consolidates runway lighting and runway reconstruction into a single project with a total estimated cost of roughly $16.4 million. The city plans to pursue the maximum discretionary award combined with accumulated entitlement funds; staff said they are targeting a 90% federal share and a 10% local share, which would yield an estimated local obligation near $1.6 million and a federal request of about $14.4 million.
The CIP submission allows the FAA to plan discretionary funding rounds and positions the city for a formal grant application due in April. City staff said the annual airport entitlement accumulates at roughly $150,000 and is used to support local matches for eligible projects, while larger discretionary awards are competitive.
Council approved the revised plan and staff will submit the final CIP to the FAA as requested.
What happens next: Staff will submit the revised CIP to the FAA and later return with grant-application materials and project phasing if the FAA priorities and awards align with the city's request.
