Lake CityCouncil on Feb. 16 approved a change order to advance the Well No. 6 and Well No. 7 project and directed staff to draft a water-rate ordinance to fund the work.
ISG Engineer Brooke Sievers presented Change Order No. 1, which proposes drilling a 250-foot test well within close proximity to the planned Well No. 7, conducting a 12-hour pumping test and collecting water samples for parameters of concern including combined radiums. Sievers also requested a four-month extension of the project schedule.
After questions from council members about the necessity and siting of an additional test well, Councilmember Wilson moved and Councilmember Daniel seconded approval of Change Order No. 1 contingent on allowing the test site to be within 15 feet of the proposed Well No. 7 location. The motion passed unanimously.
In related action, council members reviewed projected water costs tied to the well work and directed staff to draft a city ordinance that would raise water rates by 30% on July 1, 2026, with subsequent 5% increases each year. Staff will bring the drafted ordinance to the next regular meeting for consideration.
The council did not vote on the ordinance itself; the directive was to prepare the ordinance for formal introduction. The change-order approval and the rate direction together signal the councils intent to advance the well project and to align revenues to anticipated project costs.
