Board creates energy and resiliency committees, reappoints PSA member and nominates coal-and-gas advisory candidates

The Dickinson County Board of Supervisors discussed and approved the structures for two new advisory groups on June 23: an Energy Opportunity Committee and a Dickinson County Resiliency Committee.
The proposed Energy Opportunity Committee would be chaired by a county-administrator designee and include a supervisor, the building official, the economic-development director (IDA representative), the emergency-management director/coordinator, public works, engineering/facilities, a school facilities representative, the three towns (Clintwood, Clinchco, Haysi) and three citizen representatives with business, community development or environmental experience. Board members asked staff to add an environmental/health-department representative and an extension-office representative; staff and the RAFT team will supply candidate names before the next meeting.
The Resiliency Committee proposal asks each supervisor to nominate up to three community members to ensure geographic representation and include emergency management, public/behavioral health, social work and faith-community voices; the plan called for two co-chairs (one board member, one community member), staggered three-year terms, and up to five nonvoting regional advisory members (American Red Cross, Health Wagon, Cumberland Plateau entities). Supervisors said the committee will help formalize emergency communications and recovery coordination following the 2025 flood response.
On appointments, the board reappointed Shelby Willis to the Public Service Authority by voice vote. The board also nominated three names for the Coal and Gas Road Improvement Advisory Committee to forward to the circuit judge for formal appointment: A.C. Blevins (nomination reaffirmed), West Daley, and Ben McFall.
Staff said the RAFT team and county staff would compile suggested nominees and return to the board within three weeks for final committee appointments.
