Board approves coal-and-gas road allocations, $50,000 for paving crossings; Town of Clintwood and PSA project plans cleared

Dickenson County supervisors approved multiple infrastructure funding measures at their June 23 meeting tied to coal-and-gas road-improvement revenue.
Staff said anticipated coal-and-gas collections total about $2,850,500 for the upcoming year and recommended allocations per the Code of Virginia formula: $712,500 to Vassetta, $534,375 to water/sewer projects (90% to the Public Service Authority, 10% to the Town of Clintwood), $100,000 for town road projects, road-stabilization allotments ($40,000 per supervisor) and a remaining $1,390,000 for road projects. The local advisory committee unanimously recommended a $50,000 allocation to help reimburse paving costs for road crossings associated with water/sewer connections, reducing the burden on residents who otherwise would pay paving costs required by VDOT when an open cut occurs.
The board approved the resolution outlining the funds and the allocation structure. Separately, the board approved the Town of Clintwood's FY2027 water and sewer plan, which lists projects totaling $465,725 and an estimated allocation of $53,450 (Foxtown Loop water line replacement $203,875; Flemingtown Market line upgrade $229,850; College Shopping Center pump-station plumbing $32,000).
The board also approved a PSA resolution allowing the PSA to use its estimated allocation of $480,925 for a list of repayment and rehabilitation projects totaling approximately $869,379.07; staff emphasized the PSA has more projects than available funds and will prioritize repairs and grant matches.
Supervisors said the paving-reimbursement allocation is intended to ease the cost burden on residents when public water/sewer connections require milling and paving per VDOT rules.
