Dickenson County approves $36 dumpster fee for some governmental dumpsters, raises mine-waste rate and hires part-time solid-waste staff

The Dickenson County Board of Supervisors voted June 23 to adopt revisions to the county's solid-waste ordinance that impose a $36 charge each time certain governmental dumpsters are emptied, while exempting county-funded agencies such as public schools, the Department of Social Services and behavioral-health providers.
Board members and staff said the new dumpster-emptying fee matches a charge Buchanan County uses and applies only to governmental entities that are not "exclusively controlled" by Dickinson County. "The ordinance specifically states that this charge shall not be applicable to any exclusively controlled Dickenson County agency or entity," a staff presenter said during the public hearing.
At the same meeting the board also approved the county's proposed fiscal-year 2027 waste-disposal rates, including an increase in the fee for mine waste from $60 to $70 per ton. Staff noted Buchanan County currently charges $80 per ton for mine waste, and the county sought to keep Dickinson County's rate competitive while adjusting for contract and disposal costs.
Separately, after a closed-session personnel discussion under Virginia's Freedom of Information exemptions, the supervisors accepted the interview committee's recommendation to hire a part-time solid-waste position and authorized the county administrator to extend a conditional offer of employment.
The board set the new waste rates and finalized the solid-waste ordinance to take effect July 1, 2026, and staff said the county will continue to provide curbside pickup for residents at no charge.
The meeting packet and staff remarks made it clear the $36 dumpster fee will not affect county-funded entities; it applies to other governmental agencies within the county that use county emptying services. The board's approval was by voice vote with the motion carried during the meeting.
The county administrator and solid-waste staff will implement the updated rates and ordinance language and proceed with hiring the authorized part-time position under the conditional-offer process.
