Councilmembers used the reports portion of the June 22 meeting to raise procedural and substantive questions about the Safe Cities Commission and the Behavioral Health Coordinating Committee and whether the council should discuss those topics in detail without a posted agenda.
Councilmember Scott said he had sent questions about the Behavioral Health Coordinating Committee and the Fund Advisory Committee and asked when budgets will be decided; other councilmembers pressed for adherence to open‑meetings rules and for a properly noticed forum for an extended discussion. The mayor and members agreed that a Committee of the Whole meeting on July 20 would be the appropriate venue for a detailed exchange with legal counsel available.
Councilmember Montney said she did not want the city at risk for violating public‑notice requirements and reminded colleagues that the Safe Cities Commission was created to be separate from the Criminal Justice Commission and the Behavioral Health Coordinating Council; she characterized her role in the commission as being present to listen rather than to vote. Several members asked that representatives be appointed when members cannot attend scheduled meetings.
The council did not take formal action on policy changes at the June 22 meeting; instead, members set a procedural next step to hold a Committee of the Whole on July 20 where the subject will be aired with appropriate notice and counsel present.
