Le Claire council approves YMCA pay estimate, sidewalk plans and multiple contracts

The Le Claire City Council on Jan. 19, 2026, unanimously approved a series of resolutions that advance local capital projects and municipal agreements.
Council approved Pay Estimate 5 to Bill Bruce Builders for the YMCA construction project in the amount of $651,274.38 and Pay Estimate 1 to Valentine Construction for the Huckleberry Splash Pad & Playground project in the amount of $186,911.31. Both measures were recorded as carried by roll call vote with Council Members Amy Blair, Bill Bloom, Barry Long and Ryan Salvador voting in favor; Mayor Dennis Gerard and Council Member Sara Gravert were noted absent.
The council also authorized a temporary easement for the 2025 Sidewalk Improvement Project at 1 County Club Court with Alexia Zatarain and approved taking bids for the 2025 Sidewalk Improvement Project by adopting the Plans, Specifications and Proposed Form of Contract. The public hearing on the sidewalk project recorded written comments attached to the agenda packet but no verbal public testimony.
Other actions included approval of a 28E agreement with the Iowa Department of Transportation for maintenance of primary roads in the municipality, an Engineering Services Agreement with Origin Design for the Mississippi River Trail — May Street to Eagle Ridge Road project not to exceed $71,900, and authorization for the City Administrator to execute an engagement letter with Ahlers & Cooney, P.C. for a TIF District #3 update and the Pebble Creek Development Agreement.
The council granted an easement for an electric transformer with Mid-American Energy and approved Allied Construction Services of Bettendorf for interior flooring at the LeClaire Community Library in an amount not to exceed $14,382.00. All measures recorded as unanimous motions on the council’s roll call votes.
