Sugar Land completes state‑mandated cybersecurity and AI awareness training for city staff

At the June 23 workshop, Sugar Land staff conducted the city's annual mandatory cybersecurity and artificial intelligence awareness training, noting recent state requirements and the need for certification.
Palakuska, identified as director of people and culture, told the council that Texas measures passed in 2019 and 2025 require cybersecurity training for city and state employees and elected officials and that the training and certification are reported to the state by Aug. 31. She warned that without the mandated training and certification “it can potentially hold up any kind of grant funding and things like that, both federal and state.”
The assembly viewed an awareness module featuring a presenter who introduced common cyber threats and prevention strategies. The video framed attack methods (phishing, vishing, QR‑code phishing and ransomware), outlined a data classification approach, and emphasized core defenses including strong passwords, multifactor authentication, regular backups and limiting AI use to employer‑authorized tools. In the video Ryan Burns said, “Right now, at this very moment, there are thousands of people trying to steal your monies, your identity, and wreak havoc on your life,” as an attention‑getting introduction to threat scale.
The training covered AI fundamentals and risks: presenters distinguished generative AI (tools that produce text or images from prompts) from agentic systems (tools that can take actions), warned that AI outputs are probabilistic and require human review, and said city employees should use only employer‑approved AI tools for government business. The presenters also described mitigation measures for higher‑risk AI uses and prohibited practices like social scoring and unauthorized biometric identification.
The session closed with a short quiz administered by staff and a confirmation that attendees completed the city's required cybersecurity training for the year. No policy changes or votes were taken during the session.
