Santa Fe ARC approves downtown fiber‑optic and utility monitoring plans with editorial edits and scope clarifications

The Santa Fe Archaeological Review Committee on June 25 approved multiple archaeological monitoring reports and monitoring plans for utility and fiber‑optic work in the historic downtown area, but asked authors to include editorial corrections, additional photographs and clearer mapping.
The committee accepted a monitoring report prepared for a utility installation submitted under case 202612486 (WSP USA / public service company project). Lincoln Harship and other presenters described the monitoring and responded to reviewer questions. Committee members praised the photographs but asked for additional images before and during work. "More pictures are better than fewer pictures," one reviewer said, urging monitors to document before, during and after disturbance.
For two downtown fiber projects (cases 2026 012630 and 2026 012631), the committee discussed the tradeoffs between trenching and directional boring near historic brick crosswalks and narrow streets. Ron Winters, who presented monitoring approaches, said traffic control preferred boring in some locations and that potholing (vacuum pothole) methods are expected; reviewers requested explicit language that potholing will be documented and photographed even if small or minimally invasive.
The committee also asked the consultant for clear Sandborn map inserts and for language that distinguishes existing infrastructure shown as 'by others' from new project work that requires monitoring. In one Lumen plan the committee directed staff to confirm whether elements plotted as existing (green) are in fact already built; if they are new, they must be monitored as part of the project.
Actions taken: The committee moved and carried approval for case 202612486 and for monitoring plans 012630 and 012631, subject to agreed edits and clarified scope. For case 012630 the committee approved the plan "with edits" that the presenter agreed to incorporate before final filing. The approvals were carried by voice vote.
Committee members also flagged editorial mistakes in reports (cut‑and‑paste errors and figure captions) and asked staff to ensure corrected versions are uploaded to the ARC records.
