Ruff said Hudson Day runs July 16—18 and the committee is funded by donations and a 501(c)(3). She told the council that costs have increased for core items such as fireworks and insurance, and that the city's in-kind support (public works staff time, etc.) is appreciated but that a baseline cash balance is needed to secure bookings and deposits.
Council members asked about past donation amounts (figures discussed included $2,500—$3,500 in recent years) and requested budget disclosures and documentation about how past city funds were used. One council member suggested placing the request on the May 11 agenda so the council could discuss and decide after seeing the committee's records; another suggested exploring proper procurement/contract mechanisms rather than direct donations due to state policy constraints.
Ruff said the committee raised roughly one-third of its budget from returned cans and that insurance and fireworks increased expenses in recent years. The council agreed to bring the request back as an agenda item so members can review the committee's financial disclosures and consider options that comply with municipal policy.
