The Town Board of Malone on Sept. 25 adopted the Village of Malone's negative declaration under the New York State Environmental Quality Review Act and granted site-plan approval to Hudson Headwaters Health Network for a proposed one‑story medical office at 183 Park Street.
The board approved Resolution 238‑2024, adopting the Village's finding that the project would have no significant adverse environmental impacts and granting site-plan approval for a project described in the record as a medical office building with associated parking, sidewalks, stormwater management, lighting and landscaping. The Planning Board recommended approval and the Village of Malone served as lead agency after a public hearing on Aug. 7, 2024.
Supervisor Andrea Stewart presided over the action. The record attached to Resolution 238‑2024 includes a Short Environmental Assessment Form and the Village's negative declaration; the board incorporated that declaration into its motion. The resolution passed unanimously (Ayes 5 — Stewart, Taylor, Johnston, Walbridge, Maguire; Nays 0).
Local officials said the site-plan approval follows review by the Village and the Planning Board. The proposal covers parcels identified in the board record and, according to the resolution text, would add medical office space and associated infrastructure to Park Street. The board’s action clears the project for the next steps of site-plan implementation and permits the applicant to proceed under the approved plan and applicable local approvals.
The Town Board’s approval does not itself describe construction timing or contractor selection. The Village of Malone was identified in the board record as the SEQRA lead agency and held the prior public hearing; the board incorporated that administrative record into its negative declaration and approval. Public comments recorded in the Village hearing were considered in the Village’s negative declaration but no new public comment was recorded at the Town Board meeting on Sept. 25.
The Town’s action completes the local SEQRA determination and site-plan approval steps documented by Resolution 238‑2024; further permits or inspection approvals may be required before construction begins.
