Council backs recycling requirement for future multifamily developments, seeks Planning Commission review for existing complexes

Councilmembers generally supported requiring new multifamily projects to include enclosed recycling enclosures and directed staff to advance an ordinance requiring existing multifamily complexes to provide recycling containers by Jan. 1, 2027, with tenant education and private collection responsibility.
Staff presented proposed amendments to Syracuse Municipal Code Titles 4 and 10 that would require future multifamily site plans to show enclosed masonry enclosures for dumpsters and recycling containers (development standard 10.92.040) and would compel existing multifamily properties to provide recycling service by January 1, 2027.
The proposal includes labeling requirements, at least weekly collection (arranged by the property owner and not the city), and tenant-education requirements at move-in and periodically thereafter. Staff said they reviewed dozens of ordinances from other jurisdictions and proposed a phased compliance date to allow complexes time to adapt.
Councilmembers noted minimal negative feedback from outreach so far and said parking adjustments or enclosure reconfiguration might be necessary for some properties; they agreed the item should be sent to Planning Commission and placed on the consent agenda once reviewed.
No final ordinance was adopted at the meeting; staff will transmit the draft to Planning Commission for public hearing.
