Council adopts FY26-27 CDBG plan; allocates $134,454 to local nonprofits (4-2)

The Fort Walton Beach City Council adopted Resolution 2026-11 to accept the city's FY26-27 Community Development Block Grant allocation and funding recommendations from the Citizens Advisory Committee.
Tim Gibson told the council the city's HUD entitlement this year is $134,454. The CAC reviewed four applications and recommended the following: One Hopeful Place - $60,631.88 (public facilities) plus $12,668.10 for a peer specialist (public services, the 15% cap); Breakaway/Bridgeway Center - $25,000 (public facilities); Boys & Girls Club - $7,500 (public services); and the remaining $1,763.22 to the city's housing-rehab program. Gibson explained HUD rules limit public services to 15% of the allocation and administrative costs to 20%.
Council members debated the process and timing for adding applicants late in the cycle; staff said HUD and public-notice rules make adding new recipients at this stage infeasible without restarting the process.
A motion to adopt the CAC recommendations passed on a 4-2 vote. The council will submit the plan to HUD with the approved allocations and continue to work with applicants on implementation and reimbursement procedures.
Staff emphasized that subrecipients typically complete work and submit invoices for reimbursement to the city under standard CDBG rules.
