Speedway council eases stormwater billing for small accounts and approves $2.55 million in claims

Clerk‑Treasurer Philip Faust told the Town of Speedway Council on June 22 that fee increases that took effect April 1 have generated more bills than previously because the stormwater fee is assessed per parcel rather than per utility customer. He said some tenants are receiving bills for the first time when parcels are billed directly to owners.

"The storm water fee applies to the parcel as opposed to all our other fees kind of apply to a utility customer," Faust said, adding that some accounts are for small dollar amounts and that the town plans to move that set of customers to a semiannual billing cycle to reduce mailing and processing burden. Faust said the semiannual notice will identify that the next bill for those accounts will be in December.

Faust also presented the claims and adjustments for the period June 4–17, 2026: two ACH/vendor payments totaling $21,126.10 and a main docket spanning 14 pages totaling $2,527,845.53, plus adjustments for five customer accounts. He requested council approval of the entire package and answered questions about communication to affected customers; Faust said targeted notices would be included with the mailings and a general announcement could be coordinated with communications staff.

Councilors approved the claims and utility adjustments, and the semiannual billing approach for small stormwater accounts, by a 4–0 vote. The action leaves the town moving forward with its updated billing cycle while continuing outreach to customers who are newly receiving stormwater invoices.

The council did not provide a timetable for a broad public outreach campaign beyond the bill notices; Faust said he would work with communications staff led by Sheryl McElroy to avoid confusion.
