Speedway Redevelopment Commission approves parking agreements, permitting study and multiple payments

The Town of Speedway Redevelopment Commission on June 22 approved a package of event parking agreements, a consulting study on local permitting and several payments and sponsorships, all by unanimous votes.
Economic Director Kyle Markley summarized the claims docket and highlighted payroll, a J2 Design Studio invoice for the Carl G. Fisher vision plan and roundabout closing costs; he reported the claims list at $132,268.29 and said adding a Bomar invoice would show a total of $410,252.61 depending on accounting timing. "Everything's going really well. We're finishing up some small things on the roundabout," Markley said during his report.
The commission approved Resolution 2026-12 authorizing a parking agreement with Type S for the Type S Night Lights car show, which staff said will use roughly six municipal lots and close Main Street between approximately 10th and 16th streets on July 29 as a Formula Drift pre-meet. A Type S representative said the event team will conduct business outreach and street walkthroughs with Main Street merchants. The resolution passed on a motion and second, 4-0; the transcript does not name the motion maker or seconder.
The commission also approved Resolution 2026-11, a combined event-space agreement with IMS covering the Holler (Hauler) Parade on July 23 and the IMSA Street Fest on Sept. 17. Staff said the setup mirrors prior years and consolidates both events in one agreement; the vote was 4-0.
On contracts and invoices, the commission approved an agreement with J.S. Held LLC to study whether certain permitting functions (including ILPs) could be administered locally in Speedway. Kyle Markley said the study will review about five years of Indianapolis permit revenues to estimate whether Speedway could staff or contract to take those functions in-house; he also said some specialty permits might remain with Indianapolis and that any operational transfer would likely require approval by the city–county council. The J.S. Held agreement was approved 4-0.
The commission formalized a $500 sponsorship to the Speedway Chamber of Commerce for its annual golf outing and approved an invoice from Verdin Bells and Clocks for $3,740 to repair the Main Street clock. Staff presented a late pay application from Bomar Industries for $277,984; staff said work is complete, owner’s representative and architect have signed the pay application, and retainage will remain until punch-list items are resolved. The Bomar pay application was placed on the claims docket and approved; that motion also passed 4-0.
All votes recorded in the meeting transcript were unanimous (4-0). The commission set its next meeting for July 27 and adjourned at 6:39 p.m.
