Simsbury Board of Ethics elects Charles Houlihan chair; Gabriela Sandoval named vice chairwoman, pauses for confidential complaint review

At a meeting on April 7, 2026, at Town Hall’s Probate Court Room 103, the Simsbury Board of Ethics elected Charles Houlihan as chairman and Gabriela Sandoval as vice chairwoman, then moved into a confidential probable-cause hearing on a pending complaint.
Gary Kevorkian moved to nominate Charles Houlihan for chairman; Lynn Raccio seconded the motion and the board voted unanimously in favor. Charles Houlihan then moved to nominate Gabriela Sandoval for vice chairwoman; the motion was seconded by Lynn Raccio and Renee Blanchette and was also approved unanimously.
The board’s chair announced there was a pending complaint that required consideration. The meeting was adjourned to a confidential probable-cause hearing, after which the public session was reconvened. Members of the board advised both the complainant and the respondent that they needed additional time to issue a determination on probable cause and that the board would hold a follow-up session within one month to continue consideration of the matter.
