At its April 21 meeting the Simsbury Board of Finance unanimously approved a package of budget amendments and capital-improvement adjustments that reallocated funds across operating lines and the CIP.
Key votes at a glance: Ms. Regina Pynn moved, and Mr. Bert Helfand seconded, to fund the Regional Probate Court relocation with a one-time $20,000 General Fund operating transfer; that motion passed unanimously. Ms. Pynn also moved to decrease the Emergency Management-Public Agency Support-SVAA Ambulance operating budget by $200,000 and to add a $200,000 Simsbury Volunteer Ambulance Association ambulance purchase to the CIP funded through the capital reserve; Mr. Helfand seconded and the motion passed unanimously.
Mr. Helfand moved to assign $100,000 from General Fund reserves for potential fuel price fluctuations and to increase Interest on Investments revenue by $180,000; both motions were adopted unanimously. Dr. Lalitha Shivaswamy moved to increase the Operating Transfers CNR Payback by $416,250 to account for police vehicles ($134,000) and a street sweeper ($282,250); that motion, and a related amendment allocating $282,250 from General Fund Traditional Payback plus $58,000 from the NIPs grant and $4,750 from Town Aid Road to the street sweeper, were approved unanimously.
For each motion the meeting minutes record the mover and second and note that "All were in favor and the motion passed unanimously." The Board also approved the April 7 and April 10 meeting minutes and adjourned at 7:32 p.m.
What this means: the actions move several capital purchases into funded positions in the CIP and set aside contingency funds (fuel volatility, interest revenue adjustment) that the town said will align with projected year‑end results. These approvals are effective April 21, 2026, and staff will update budget documents and post the amended materials to the Town website prior to the re‑noticed budget hearing.
