Sedro‑Woolley’s City Council approved its 2027–2032 Six‑Year Transportation Improvement Plan (TIP) on June 24, adopting Resolution 1183‑26 and clearing the way for multiple planned projects.
Public works director Bill Bulock summarized the TIP’s priorities: completing the city’s 2026 paving program (Bigum Place, alleys, Riverfront repairs), closing sidewalk gaps and ADA ramps, stormwater work tied to streets, and active projects including intersection improvements at SR 20 and Reed Street and the Jones Liner railroad undercrossing. Bulock said the undercrossing — now feasible after construction of a railroad bridge — will permit a northerly parallel route to Highway 20 and improve emergency response times. The council also heard updates on Cascade Trail Phase 2A and federal funding coordination.
The council held a public hearing with no speakers and then voted to adopt the TIP (motion by Councilman D. Young, second by Councilman Henderson). Council later authorized a contract supplement (not to exceed $15,682.76) with DGK to refresh NEPA/environmental work needed for Cascade Trail Phase 2A, a federally funded component. The council discussed funding sources, project prioritization and coordination with Scadget County for traffic counts and grant competitiveness.
Next steps: staff will advance design and grant applications for the highlighted projects, complete NEPA updates for Cascade Trail Phase 2A, and return to council with implementation details and any required interlocal agreements.
