Samuel Station CDA to proceed with two-step public hearing process, staff says
Summary
Staff said the Samuel Station Community Development Authority matter will be handled in two steps: a public hearing tonight on the petition submitted by landowners, and a second public hearing in July to consider the ordinance component and formal CDA action if the petition hearing proceeds smoothly.

County staff told supervisors the Samuel Station Community Development Authority (CDA) request will move forward on a two-step schedule designed to separate initial public comment on the landowner petition from the ordinance action.
Staff said the first hearing tonight is to take public comment on the petition submitted by the landowners; assuming no complications, the board will schedule a second public hearing in July to consider the ordinance element and the formal CDA ordinance action. Staff said the split reduces disclosure risk while keeping the project timeline intact, and that county attorneys and CDA counsel have reviewed the recommended approach.
The board was asked to expect the two hearings as part of the consent and ordinance schedules laid out in the FY27 budget and staff's work plan. No formal vote was taken during the briefing.
