Story County to apply for Iowa DNR SWAP grant for countywide recycling drop-off program

The Story County Board of Supervisors authorized staff to submit a Solid Waste Alternatives Program (SWAP) grant application to the Iowa Department of Natural Resources to support a countywide recycling drop-off program. Staff explained the application requests $13,200 from DNR with a proposed county match of at least 25% ($7,125), for a total project cost of $20,325. The grant would be used to purchase two- or three-yard containers (about 10 proposed across the county), buy solar battery cameras for site security, and fund education, promotion and enclosures or privacy fencing where needed.
Leanne and Joby said the project targets primarily unincorporated residents but may include partnership locations with some cities depending on population and hauler arrangements; Metro Waste Authority has been identified as a partner in planning discussions. Staff emphasized many locations are tentative and that some haulers may supply containers, in which case grant funds could be conserved.
The board approved submitting the application so staff can proceed with procurement or other preparations if the grant is awarded.
