Council approves RFP for former hospital and accepts runway, paving bids for county projects

The Marlboro County Council approved a request to advertise a request for proposals (RFP) for the disposition of the county's former hospital property, seeking adaptive reuse proposals such as skilled nursing, adult congregate living, independent living or assisted living. The RFP as presented calls for a pre-proposal conference on July 21, 2026 and proposals due Aug. 6, 2026 at noon; the advertised terms in the packet list a $250,000 nonrefundable deposit and a stated minimum offer of $1.5 million. Staff will advertise the RFP on the county website and send direct mailings to likely candidates.
On capital projects, staff presented the Marboro County Jetport runway rehabilitation project with a total estimated cost of about $4.93 million and a required county match of approximately 2.5% (roughly $123,294) to be paid from the railroad fund. The lowest qualified bidder was identified as Almetto Corp of Conway and staff recommended awarding the contract; the council accepted the bids and authorized moving forward.
The council also considered bids for the Delta Mill site paving project where the budgeted amount is $460,000. Sterling McDermott Paving Inc. submitted the lowest qualified bid of $399,900 and the council approved the award; staff noted prior satisfactory experience with the contractor.
Council members said the airport rehabilitation is important for economic development and that the runway project had been in engineering for several years. Staff will proceed with grant and contract administration steps required to obligate the county match and start construction.
