Superintendent unveils five-year 'Unlimited Possibilities' strategic plan with measurable 2031 goals

The superintendent of the Savannah-Chatham County Public School System outlined a newly adopted five-year strategic plan, called “Unlimited Possibilities,” saying the plan will serve as the district’s anchor for future decisions and investments. She said the plan was developed with extensive community input from students, teachers, staff, businesses and other residents and will be monitored publicly through measurable outcomes.
The plan centers on four pillars the superintendent named as academic excellence, world-class talent, engagement and partnerships, and operational excellence and accountabilities. She said the district will use an accountability system of metrics and ongoing monitoring to “track and adjust our metrics over time” and pivot where strategies are not producing the predicted results. “The destination is unlimited possibilities and success for all of our students,” she said.
Among the five public-facing goals the superintendent listed, the plan sets clear numeric targets for 2031: 90% of students in kindergarten through second grade will demonstrate strong foundational literacy skills; 95% of third graders will meet the Georgia Milestones reading-on-grade-level benchmark; and English language arts and math achievement results are targeted to reach a 70% weighted content mastery score. The plan also includes attendance goals — aiming for 90% of students in grades K–12 to be absent less than 10% of enrolled days — and metrics for belonging and future readiness, such as work-based learning and dual enrollment.
When asked about enforcement of attendance and literacy targets, the superintendent rejected a punitive framing and stressed supports: “I don’t believe we’re going to enforce. I think we have to ask. … We are providing the resources, the curriculum, the data, the assessment tools … and we will hold people accountable for those results.” She said families, teachers and community partners must also play a role in meeting the targets.
The superintendent said the plan demands belief, focus and continued high expectations: “The standard is high, and as your superintendent, I commit to transparency,” she added. She framed the plan as transformative and said the district will align budget and staffing decisions to support the plan’s priorities.
The district released the plan on its public website (www.sccpss) and said the board supported adoption; the briefing did not record a formal vote count in the session presented.
