Bernalillo council approves rezoning for public‑facility campus near Camino Del Pueblo

The Town of Bernalillo Governing Body approved Ordinance 358 on March 24, 2025, amending the official zoning map to SU (Special Use) for approximately 9.6234 acres in the vicinity of 829 Camino Del Pueblo to accommodate a consolidated public‑facility campus.
Planning and Zoning Director Rebecca Bolen told the council the ordinance was introduced Feb. 24 and is intended to consolidate multiple small parcels and rights‑of‑way under a single zoning designation appropriate for public uses. "It's basically to consolidate parcels that make up the general campus locations and right of ways and then update the zoning to fit the use appropriately, which is a public facility," Bolen said.
The ordinance lists potential campus uses illustrated in the submitted master development plan, including an economic incubator site, museum, fire department, library, police department, town hall, recreation amenities and other public uses. The Planning & Zoning Commission held a public hearing on Sept. 3, 2024, and recommended approval (ZMA24‑004) based on findings that the master plan and requested zoning align with the town's comprehensive plan, transit‑oriented development and housing plan.
Mayor Torres opened the public hearing on March 24; no members of the public spoke. Councilor Torres‑Quintana announced she would recuse herself from the ordinance vote. Councilor Montoya moved to approve Ordinance 358, Councilor Valverde seconded, and the roll‑call vote recorded yeas from Councilors Prairie, Valverde and Montoya. The ordinance was adopted.
The ordinance text attached a detailed legal description of the combined tract and cites Ordinance No. 310, the Town of Bernalillo Comprehensive Zoning Ordinance, as the governing code to be amended. The council did not record any amendments to the master development plan during the March 24 hearing.
The approval allows town staff and project proponents to proceed with planning under the SU zoning designation; any subsequent site plans, development agreements or building permits will follow required administrative and permitting processes.
