Council amends Flock Group agreement to reflect solar cameras, plans payment from opioid settlement fund

Mr. Powell presented Resolution 2607 asking the council to amend and restate the contract with Flock Group to reflect the solar fixed video cameras in place around the city (instead of the pan-tilt-zoom units described in the original agreement) and to move contract accounting into the city's fiscal year. Powell said the city paid the first year of service in 2023 and will apply opioid-settlement funds to the payment that becomes due in the next fiscal year. "We will be paying for that with um some opioid money," Powell said.
Councilman Griggs moved approval; Councilman Jones seconded. There was no extended debate; the council approved the resolution by voice vote.
Powell pointed council members to page 101 of the FY25 comprehensive financial report for details on the opioid settlement fund and said the city received about $29,000 more than budgeted into that fund in the prior fiscal year, which supports funding this contract amendment.
What happens next: staff will finalize the amended contract with Flock Group and schedule the contract payment in the upcoming fiscal-year budget using opioid-settlement funds.
