Alton council approves budget, contracts, TIF certifications and several resolutions
Summary
At its Nov. 12, 2024 meeting the Alton City Council approved the Annual Urban Renewal Report, certified two TIF debt items, adopted two fund-transfer resolutions (24‑33 and 24‑34), approved contracts and appointments, and adopted a personnel recognition policy; accounts payable totaled $248,094.57.
The Alton City Council on Nov. 12, 2024, cleared a slate of routine municipal business, approving reports, certifications, contracts, appointments and budget items.
Financial and vendor approvals: Council approved the agenda, minutes from Oct. 15, financial reports and bills. The November accounts payable list presented totaled $248,094.57 and included a $48,100 purchase of snow pushers and $39,216.04 in electric charges. The clerk presented October receipts totaling $681,468.59 across the city’s funds.
Urban renewal and TIF: City Administrator Dale Oltmans presented a correction to the Annual Urban Renewal Report; the council accepted the corrected report. Oltmans also presented Urban Renewal District certifications for FVM 2nd Add Phase 1 and Phase 2; the council approved certifications for both phases.
Resolutions and appointments: Council introduced and adopted Resolution 24‑33 and Resolution 24‑34 to transfer funds from the Local Option Sales Tax Fund to the RUT Fund; both were adopted on roll call with Plathe, Jorgensen and Frederes voting aye and Kleinhesselink and Mulder absent. The council approved Mayor Dan Vande Griend’s appointment of Dale Oltmans as representative and Brian Konz as alternate to the NWI Area Solid Waste Agency.
Contracts and boards: The council approved the 2025 legal services contract with Brian Van Engen at Oostra Bierman Law (no changes from 2024) and the 2025 independent contractor zoning services contract with Quintin Van Es. The council reviewed and approved the Sioux Golf & Country Club FY24‑25 budget and confirmed nominees for two open SGCC board seats.
Personnel and flood recovery: The council adopted Resolution 24‑32 establishing an annual employee recognition dinner and gift policy. Council discussed replacing employee Pete Vande Poppe after his retirement and directed staff to advertise the opening after Jan. 1. City Administrator Oltmans updated the council on progress with flood projects, FEMA and a new PDMG expected to start the week.
