Dublin to join as co-applicant on EDA grant to extend infrastructure at Highway 257 rail site

The Dublin City Council voted on Nov. 25, 2025 to approve Resolution 2562 authorizing the city to join as a co-applicant with the Dublin Lawrence County Development Authority on a U.S. Economic Development Administration (EDA) public works grant for infrastructure at the Georgia Highway 257 rail-served site.

Mr. Powell explained this action is to preserve and re-scope funds from an earlier 2024 EDA award. He said the development authority was originally awarded just over $2.9 million and has approximately $97,000 in remaining funds; EDA is requiring a new application to retain and extend the scope to cover additional road, sewer, water and stormwater improvements. Staff emphasized there will be no new direct cost to the city and that the development authority will manage the grant and contract work; at project completion the city would accept the new right-of-way and utilities for maintenance.

Councilman Griggs moved to approve joining as a co-applicant; Councilman Colby seconded and the council voted to authorize immediate execution of documents so the authority can meet its December agenda deadline. Council members noted the timing necessity and the administrative benefit of coordinating the work while the contractor is on site.

Why it matters: the action enables the development authority to pursue a revised EDA application that could fund extended infrastructure to support commercial or industrial development on the 257 site without requiring additional city capital. The council gave staff authority to execute documents after the meeting so the application can be submitted in time for the development authority’s meeting.
