Dublin City Council approves billing for Dublin City School District’s certified 2025 millage

On Nov. 25, 2025, the Dublin City Council voted to adopt Resolution 2557 authorizing the city to assess, levy and collect the Dublin City School District’s certified 2025 millage rate for billing purposes.
City staff, represented by Mr. Powell, told the council the school board completed the required public hearings and submitted a certification showing a millage of 18.564 mills. Staff said the certified rate represents a 3.54% increase over the prior year, the rollback rate was 17.9 mills, and that the packet included sample taxpayer liability estimates and a notice of publication in the Dublin Courier Herald. Mr. Powell said the city’s role is billing: “the city of Dublin city council had no role in the setting of that millage rate and no ability to change that millage rate.”
Councilman Jones moved to approve the certification and billing; Councilman Colby seconded the motion and the mayor announced the motion carried. The council did not record a roll-call tally in the discussion; the motion was approved as stated on the record.
Why it matters: the certified millage sets the school portion of property tax bills prepared by the city. Staff showed an estimated total levy of about $14.848 million based on an $800 million digest as part of the materials provided to the council.
The council moved on to other agenda items after approving the certification. No members of the public addressed the council on the millage during this special call meeting.
