Dublin council approves 2026 employee health-insurance renewal under self-insured model

The Dublin City Council voted to authorize the city manager to secure health and supplemental insurance benefits for employees for the 2026 plan year, continuing the city’s self-insured program.
Staff reported that this is Dublin’s first full year under the self-insured model and that while total expected claims are projected to increase modestly, administrative costs and premiums have only risen slightly. The city’s finance director and human-resources staff told council there have been some implementation hiccups (notably transmission of new insurance information to some medical and pharmacy providers) but that most issues have been resolved.
Council members heard that the city’s prescription-drug costs under the new plan decreased by about $440,000 compared with the prior plan year, a change staff attributed to pharmacy-pricing arrangements that encourage generics and lower acquisition costs. Councilman Colby moved to approve the renewal and Councilman Godfrey seconded; the council approved the resolution authorizing the city manager to finalize the benefits package for the 2026 plan year.
Staff said the small budget impact from the renewed plan will be managed through existing finance sources the finance director has identified.
