Under the current draft, RV parks would be allowed as a conditional use in B-2 highway business zones with a minimum park size of five acres, a maximum density of seven campsites per developable acre, a prohibition on permanent decks or structures, and a limit that no more than 50% of sites could be long‑term (defined in the draft as stays longer than 45 days).
No members of the public spoke during the hearing. Council members said they wanted clearer language on the definition and limits for long‑term stays and on buffers between parks and existing neighborhoods to avoid uses that could evolve into de‑facto long‑term housing. The council directed staff to make technical edits to address these concerns and return the ordinance for further consideration on Nov. 20.
Next steps: Staff will review the long‑term stay definition and setback/buffer language and present a revised ordinance at the Nov. 20 meeting. Council did not take final action on the ordinance at this meeting.
