He said the city has completed multiple public meetings and ordinances necessary to establish the project and the TIF and annexation steps; staff recommended ordering the components to ensure they arrive in time for a planned fall installation.
The motion to approve the purchase — described on the agenda as components specified on a price sheet from Electric Pump — was made by Council member Arnold and seconded by Rothschild (in the first session) and later reaffirmed in a subsequent session (motion by Arnold, second by Kennet). Roll-call votes in both instances were unanimous among members present.
The council recorded the expense as $126,395 to be drawn from the general fund. Staff noted the project will go to bid for construction work; ordering components now is a procurement step to mitigate long lead times, not an award of the construction contract.
