Council renews streetlight and landscape assessments with 3.4% CPI adjustments

The City Council approved annual renewals for the Streetlight Maintenance District and the Landscape Maintenance District for fiscal year 2026'7, confirming engineers'reports and authorizing assessments to be placed on the county tax roll.
Assistant Public Works Director Valerie Velasquez Montoya said the streetlight district covers 2,996 fixtures citywide (2,744 maintained by Southern California Edison; 252 city-owned). The staff-recommended CPI adjustment of 3.4% raises the base single-family assessment by about $1.72 to $52.35 for the coming fiscal year.
Valerie also presented the landscape maintenance district, which is divided into seven benefit zones. She said most zones will apply the 3.4% increase while a small pocket (zone five at Hampton and Gladstone) does not receive an annual CPI adjustment because of historical assessment formulas. The total levy across the district is expected to be approximately $569,239; the city will subsidize an estimated $33,494 to cover projected operations.
Councilmembers asked staff about CPI sources and district boundaries; Valerie replied the Bureau of Labor Statistics data for Los Angeles County was used for the March'to'March CPI. No public testimony was offered on either hearing. The council approved the resolutions for both districts during one motion.
The approved assessments will be forwarded to the county assessor for placement on the property tax roll for FY 2026'7.
