Resident raises property-line complaint; business owner outlines plans for old locker

None of the public comments or updates led to formal council action at the meeting; the mayor advised residents on appropriate next steps for civil disputes and staff noted utility and drainage requirements that will inform any future permitting or infrastructure work.
