Council previews IEDA CDBG roofing-replacement application to fund up to $30,000 per home

City staff told the Burlington City Council at its April 27 work session that the city plans to apply to the Iowa Economic Development Authority Community Development Block Grant (CDBG) program for a roofing-replacement program aimed at owner-occupied homes.
Staff said the program would fund up to $30,000 per home for roof replacement work (shingles, underlayment, soffit, fascia, chimney removal, gutters) and include an $18,000 cap for grant administration. The program would be citywide, require no local match, and provide a five-year forgivable loan to beneficiaries. Staff said the Southeast Iowa Regional Planning Commission maintains a list of applicants for owner-occupied rehab programs and coordinates outreach.
The application and program details will be presented on the May 4 regular agenda; staff noted applications to the program are due May 22 and encouraged interested residents to contact Regional Planning for additional information.
