The Forsyth County Board of Commissioners approved a large bundle of budget amendments and vendor contracts on June 25, endorsing staff recommendations and moving several departmental projects forward.
Among the finance items adopted as a group were an appropriation from the 911 fund reserve for a Motorola radio system upgrade, an amendment transferring $1,735,000 from the general fund to Winston-Salem/Forsyth County Schools for deferred HVAC and technology-security maintenance, an employee health-benefits appropriation of $3,900,500 to cover claims overruns, and a GASB-related accounting adjustment for long-term leases and IT subscriptions recorded at $4,945,553.66. The board approved the package for items 5–12 unanimously after a brief staff presentation.
Separately, commissioners discussed and then approved a contracts package covering interlocal policing agreements with towns, a school-resource officer agreement, a countywide set of procurement contracts, and multiple sheriff's-office technology agreements which staff identified as sole-source. Commissioners noted concerns about the frequency of sole-source justifications and asked for future review to encourage competition. The LexisNexis Risk Solutions contract for an "Accurate Virtual Crime Center" (item 18) was approved in a separate vote with one abstention.
The board also accepted grant funding for airport fencing design and awarded contracts for facilities work (HVAC at Patterson Memorial Library, Smith Reynolds Airport drainage), public-health lab services, and a range of multi-year service contracts for custodial services, security, and IT maintenance. Commissioners approved most contract items in a single motion, carving out two items for separate discussion and votes.
