Aberdeen confirms FEMA awards, approves sewer outfall study and awards $797,770 resurfacing contract

At the June 22 meeting the town manager updated the board on capital and recovery matters and the board approved several related contracts.
The manager reported FEMA had obligated roughly $2.247 million for repairs from Tropical Storm Chantel, with about $654,000 deposited and an additional check of $124,000 received at the time of the meeting. Staff said major awarded items include water and sewer line repairs with project values in the several‑hundred‑thousand‑dollar range and that FEMA had, in some cases, paid obligations up front.
On the sewer system the board authorized the town manager to execute an agreement with LKC Engineering for an outfall capacity analysis, including surveying, CCTV and modeling; the contract structure (selection via RFQ) and a multi‑step scope were described and the cost was capped at $400,000. Staff estimated the work would extend into late 2027 because of the quantity of field work and modeling required.
On streets, public works reported a competitive process for the 2026–27 resurfacing package. After scope adjustments to remove some full overlays and patch targeted areas, Highland Paving Company LLC submitted the best responsive price and the board awarded the contract at $797,770 (the town’s resurfacing budget was approximately $800,000). The manager and public works director asked staff to coordinate timing with Highland Paving for fall execution.
Board members thanked staff for securing FEMA funding and approved both the engineering agreement and the resurfacing contract by motion.
