City hires MSA for $150,000 comprehensive and parks plan update

The Burlington City Council on April 20 approved a professional services agreement with MSA Professional Services Inc. for $150,000 to update the city's comprehensive plan and to prepare a parks, trails and recreation system master plan.
Chris Jansen and Emily Houston of MSA described the work scope and outreach approach. Jansen said the update will combine traditional comprehensive‑plan elements with a stronger public‑engagement program and added a downtown Burlington subarea plan. He outlined outreach that will include public meetings, surveys, a project website, three pop‑up events at community gatherings and three workshop‑style meetings, and emphasized the advantage of combining parks and comp‑plan engagement because “people love talking about parks.”
MSA told the council the project will produce a more graphic, accessible plan rather than a very long printed document and will include an implementation matrix delivered in a format staff can update. The firm expects to begin engagement in May and to complete the project in summer/fall 2027.
Council approved the $150,000 agreement; votes were recorded in favor by Weiss, Wilson, Phillips, Kreitzer and Scott.
Next steps: staff and MSA will schedule public engagement events and form a steering committee to guide the process.
