Ashwaubenon board approves PUD revision, parks donation, Opportunity Zone request and routine actions

At its June 23 meeting the Village Board approved a revised PUD for West Point Centre, accepted a donated Klipstine Park bandshell, urged the state to redesignate a local census tract for Opportunity Zone 2.0, approved a site plan and several personnel and ordinance‑related items, and granted an operator's license appeal.
The Village of Ashwaubenon Village Board approved a slate of ordinance, resolution, personnel and development items on June 23.
Ordinance O4-5-26 (Revised Second Amendment to the Planned Unit Development Overlay for West Point Centre at 460 Marina Lane) was approved with staff conditions after staff explained the developer revised the project to convert the previously proposed CBRF assisted‑living area to green space and to reclassify senior apartments as 55+ without RCAC support designation. Site Plan Review Committee and Planning Commission had recommended approval.
The board adopted Resolution R6-1-26 to accept a privately donated bandshell at Klipstine Park (the donation was routed through the Green Bay Community Foundation and staff said the donation totaled about $300,000). Staff will assume ownership and insure the structure. The board also approved Resolution R6-2-26 urging the state to redesignate Census Tract 55009021303 for Opportunity Zone 2.0 and directed staff to begin the application process.
Other actions approved included: renewal of retail alcohol licenses and a Class B beer license renewal for Edge VR Arcade (consent agenda); approval of a site plan for exterior improvements at 780 Morris Avenue in the Sports Entertainment District; granting the appeal of an operator's license for Lyndsey Petersen after the Public Works and Protection Committee recommended approval; authorization to recruit and advertise for a new Public Works Superintendent position; and adoption of multiple amendments to the Village Employee Handbook covering anti‑nepotism, compensatory time changes tied to a collective bargaining agreement, an increased on‑call stipend (to $235), sick‑to‑vacation conversion for exempt staff, a higher boot allowance ($300), and clarification on mileage reporting and equipment transfer rules. Monetary handbook changes will take effect Jan. 1 to align with the budget year.
The consent agenda was approved by voice vote and included minutes, financial reports, investment and departmental reports, budgeted expenditures, TIF agreement items related to The Common Place II, financial policy updates, a Green Bay Packers 5K road‑closure request, and one appointment to the Park and Recreation Board. One trustee abstained from voting on an amended item noted in the consent agenda.
