The Village of Ashwaubenon voted June 23 to direct staff to apply for a Highway Safety Improvement Program (HSIP) grant to address frequent crashes at the intersection of Shady Lane and Cormier Road.
Brian (Public Works) reviewed collision history for the location: 16 crashes over five years with seven injuries and a pattern of right‑angle (broadside) collisions. He said a Wisconsin Department of Transportation safety engineer recommended a compact roundabout as a treatment that reduces crash severity and conflict points. "The DOT recommended a compact roundabout," Brian said, and staff noted a third‑party draft Safe Streets for All (SS4A) plan also identified this intersection as a good candidate.
The HSIP grant application is due Aug. 15. If awarded, federal funds would cover 90% of eligible costs and the village would cover a 10% local match; staff noted DOT processes make HSIP projects take several years and estimated construction could occur in 2031–2032. Trustees acknowledged the long timeline but typically supported applying and pursuing interim traffic‑calming measures.
Board members raised pedestrian and bicycle safety concerns because two parks and local school crossings are nearby. Brian said compact roundabouts include pedestrian accommodations, such as refuge islands that allow crossing one direction of traffic at a time, and suggested school‑based education to help children use roundabouts safely.
The board also discussed temporary or lower‑cost measures—lane narrowing, chicanes, dynamic speed signs, or signage—while awaiting a longer DOT project timeline. The motion to direct staff to prepare and submit the HSIP application passed by voice vote.
