Harrison Township approves bills, developer agreements and explores financing for rescue pumper

The Harrison Township Board of Commissioners handled routine and fiscal business June 23 and approved multiple motions including payment of outstanding bills, developer agreements and direction to explore capital financing.
Commissioner Bengel moved and Commissioner Dizard seconded approval of the bills payable as of June 20, 2025, totaling $393,821.93 for all township funds; the board voted unanimously to approve the warrant list. The board also approved minutes from the May 23, 2025 meeting.
The board authorized Solicitor Mueller to draft an updated Timber Harvesting Ordinance to ensure compliance with the Agriculture, Communities and Rural Environment Act (ACRE). Commissioners approved the stipulated Assessment Appeal settlement for 4024 Freeport Road (Aldi).
The board approved both the Developer's Agreement and the Operation and Maintenance Agreement for Amsdell Storage Ventures 82, LLC. Commissioners also voted to file delinquent tax liens for Tax Year 2022.
On a separate motion to explore financing options to pursue purchase of a Ferraro Rescue Pumper, Commissioners Nee, Bengel and Dizard voted in favor and Commissioner James Erb abstained; the motion carried. No specific financing mechanism or dollar amount was approved at the meeting.
Manager Amy Rockwell later told a public commenter that a letter regarding PennDOT (previously discussed) had been sent and included Senator Williams and Representative Steele; a meeting date with PennDOT is pending. The meeting was adjourned at 6:36 p.m.
Next steps for the board include administrative follow‑up on agreements and preparing draft ordinance language for solicitor review; no additional votes were scheduled at the meeting.
