Board approves roadway moratorium increase, multiple project payments and administrative rules

The East Cocalico Township Board of Supervisors on June 18 adopted a revision to Ordinance 2026‑03 to extend the roadway restoration moratorium from four years to six years and approved a slate of routine financial and project measures.
The ordinance change, introduced by staff and discussed by the board, aims to keep newly paved roads free from disturbance by utilities or contractors for an extended period. The board also noted an emergency clause in the ordinance to allow necessary homeowner access to service lines. The motion to adopt the ordinance passed by voice vote.
Separately the board approved releasing the maintenance security for Carriage Hill phases three and four after staff inspections found only minor items that had been completed, authorized an escrow of $10,450 for a stormwater plan at 1484 Nameish Road, and approved moving forward on the Popular Drive low‑volume road grant application (phase one) to cover preliminary engineering and application soft costs. Board members were told staff recommends pursuing up to $25,000 in soft costs for phase one to prepare plans and cost estimates.
The board authorized payment of the second TIFF installment for the Hill Road project to contractor Wright Eversaw, noting the project has reached an intermediate milestone and that some work — including lights — had gone in earlier than anticipated. The board also voted to approve an LED lighting package for Hill Road that includes a proposed upgraded pendant head; that upgrade passed on a recorded two‑to‑one vote.
On administrative items, the board adopted a new zoning complaint form that requires complainant identification (staff and the board said information will be protected from public disclosure in many investigative contexts), approved a fire‑department donation solicitation letter with photos to be sent to township businesses pending final fire company contact verification, and approved escrow and general fund bills and payroll as presented.
The board heard staff and department reports, including a detailed police report and public works updates, and set its next meeting for July 2, 2026.
