Rushford Village approves truck repairs, tool boxes, temporary pay for volunteers and a licensed operator for water reporting

The Rushford Village Council on July 1 approved several maintenance and staffing measures to keep operations running after recent storms and to meet state licensing requirements for water and wastewater operations.
Council Member Mike Ebner reported extensive storm-related work—road grading, tree removal and daily checks. Duane Miner volunteered to assist; the council approved paying Ebner and Miner $23.00 per hour for the extra work. "Overland suggested Miner should be paid for his time and suggested he should be paid the part-time/on-call rate of $23.00 per hour," the minutes record. The motion to pay Ebner and Miner passed on a motion by Robert Hart, seconded by Travis Link; Mike Ebner abstained from that vote because he was a payee.
The council authorized mechanical repairs and equipment purchases: replacing the Freightliner differential at an estimated $7,014.36 and adding two 30-inch tool boxes to an ordered F550 at $835 each. Ebner said the truck is at the shop and that a DOT inspection will be performed while repairs are completed.
Regarding storm-drain and sewer pumps, STS Plumbing made interim repairs to the Goodrich Street storm drain after one pump was burned out and another had a failed seal. MN Pump Works provided repair quotes for E/One pumps removed from behind 45036 State Highway 43 S.; the council approved the lower repair quote QTE009345 ($828.88) to have a rebuilt pump available and did not approve the higher quote QTE009343 ($1,673.71) at this time. Minutes note a new pump would cost about $4,000.
On water operations, the council approved a contract with Rick Lee for $250 per month to provide required water and wastewater licensed-operator services: Lee will do weekly water sampling and quarterly reporting while Mayor Overland will continue daily readings. City Attorney Joseph O'Koren will review the proposed contract. The council noted any new public-works hire would need to work under Lee's licenses for one year before being eligible to test for certification.
The council tasked staff to obtain formal repair quotes where needed and to continue recruitment for a permanent public works/maintenance supervisor, with interviews to begin and a goal of filling the position quickly.
