Council approves first reading to allow communication towers on certain public parcels

The council passed, on first reading, an amendment to the city's Land Development Code that would allow communication towers to be a conditional primary use on public properties whose future land use is Transportation/Utility (TU).
Senior planner Todd Byron said the change affects only a handful of properties in the city that already accommodate utility infrastructure and would require conditional-use approval and a council-level public hearing for any proposed tower. The Planning and Zoning Commission recommended approval of the amendment on June 4, 2026.
A resident, Janay Jones, asked whether the amendment meant the city would allow cell towers; staff confirmed the amendment is intended to permit telecommunications carriers (for example, cellular service providers) to propose towers on such parcels under a conditional-use process. Because the change was approved at first reading, a second public hearing is required before it becomes final.
