Brookfield Human Resources and Public Safety Committee hears insurance report, discusses organizational design

The Human Resources and Public Safety Committee of the City of Brookfield met on May 27, 2026, at City Hall and heard a year-to-date presentation on the city’s health insurance experience and a general discussion of organizational design. The meeting opened at 7:00 p.m. and adjourned at 8:14 p.m.

Human Resources Director James Zwerlein presented an executive summary from the City’s insurance consultant, Willis, Inc., showing that through April 2026 “the health plan ran at 82% of the budgeted accrual,” Zwerlein said. Committee members heard the dashboard figures but did not take formal action on benefits or budget changes during the session.

Committee members also discussed the determination of HRPS committee processes, scheduling and administration and held a general discussion of organizational design. The record shows these were discussion-only items and no motions or staff directives were recorded during those agenda items.

The committee approved the minutes of the Feb. 25, 2026 meeting on a motion by Alderman Dean Marquardt, seconded by Alderman Rick Owen; the motion carried 5-0. Marquardt later moved to adjourn, Owen seconded, and that motion also carried 5-0. Community Development Director Dan Ertl entered the meeting at approximately 7:20 p.m.

The committee announced that the next Human Resources and Public Safety Committee meeting, if needed, is scheduled for Wednesday, June 24, 2026, at 7:00 p.m. at City Hall. No further actions were taken at the May 27 meeting.
