Council annexes property at 6868 118th Avenue North and assigns industrial limited land use

The Pinellas Park City Council voted unanimously to annex a contiguous parcel at 6868 118th Avenue North and to adopt a companion land-use amendment designating the site as Industrial Limited (IL).
Senior planner Todd Byron told the council the parcel is currently a distribution warehouse in the county and that annexation will assign the city-equivalent zoning (M1) and land-use designation (IL). The annexation agreement requires the property owner, within one calendar year of annexation, to bring portions of the site that abut residential zoning into compliance with locational design standards and outdoor-storage rules. The city granted a time-limited waiver to allow an existing gravel drive aisle to remain until major redevelopment and waived the requirement to install a sidewalk along 118th Avenue North for the time being.
The agreement also requires the owner to dedicate an 18-foot right-of-way easement and at least three utility easements for existing infrastructure; the city will pay for necessary legal descriptions and sketches. As an incentive to annex, the city will waive certain city-imposed building permit fees for a one-year period following annexation (fees imposed by other jurisdictions remain unaffected).
During public testimony, Winnifred Larkins, who lives directly east of the parcel, said trucks and nightly activity from the property have damaged her driveway, caused debris to accumulate at her yard and contributed to flooding near her home. City staff said that once annexed the property will fall under city code enforcement and must meet the conditions in the annexation agreement.
Councilwoman Reed moved to pass Ordinance 2026-17 (annexation) and later moved to pass Ordinance 2026-18 (land-use amendment); both measures passed unanimously on second and final reading.
The council record for both ordinances includes the staff presentation, the annexation agreement conditions, and the planning commission's prior recommendation to approve the companion land-use case as consistent with the city's comprehensive plan.
