Council approves arts-and-culture committee awards for Fall Fest headliner and library projects

Allison Fiery, the staff contact, told council the recommendation is contingent on receiving a signed and accepted offer sheet from the artist before funds are distributed. The applicant had requested between $20,000 and $25,000 for musical guest fees and related production costs.
City attorney remarks disclosed that Council member Sanchez stepped aside from the discussion because a family member is employed by Infuego; the disclosure was read on the record and Sanchez did not participate in that portion of the discussion. No public comments were submitted on the Infuego request.
Council members debated whether city funding should prioritize local musicians and reduce headliner spending. Council member Hornick and others said the city should emphasize local talent for future funding rounds; others said the committee’s recommendation struck a reasonable balance and should stand for this year. The council voted to approve the committee recommendation for up to $6,500 for a Saturday headliner, with the signed-offer condition.
On a separate application, the Friends of the Buellton Library requested $5,730 for a ceramic tile sign, chalk-festival costs, mural materials, speaker honoraria, advertising and a projector with speakers and an iPad. The arts-and-culture committee recommended $2,250 covering the chalk festival, mural materials, speaker honoraria (adjusted to $600 for at least one out-of-area speaker) and a projector with speakers; the committee did not recommend funding for the tile sign or the iPad. Friends’ representative Holly Sierra described recent community programs, a trike bookmobile arriving in July and fundraising success; the council approved the committee-recommended award by roll call vote.
Council members asked staff to encourage future emphasis on local artists when committee recommendations are made. The council’s approvals were recorded by roll call with affirmative votes from the members present.
